Emergency Kit Weight Planning: Build a Bag You Can Move

Weigh an emergency go-bag by category, set a household-specific carrying target, protect essential and accessibility items, distribute supplies, and practice the route.

Separate shelter supplies from the evacuation load

Build two related layers. Keep the larger water, food, sanitation, and comfort supply where you may shelter at home. Pack a smaller evacuation layer with the items needed to leave, communicate, manage immediate health and access needs, and reach a planned destination. One container rarely does both jobs well.

Add the actual weight of water, food, medical and access supplies, clothing and shelter, communication and light, documents and tools, and the empty bags. Then compare the total with a carrying target set by the household. A kit-weight estimate does not prescribe a medical limit or a percentage of body weight.

FEMA’s Ready Campaign describes its supply checklist as a starting point to adapt for household and pet needs, with a full home kit and smaller portable kits. Weight planning turns that inventory into a bag the household can move.

Shelter supplies and evacuation bags are different

A shelter-at-home supply can use shelves, bins, water containers, and pantry space. A portable kit has to pass through a doorway, down stairs, onto transit, into a vehicle, or along a walking route. Vehicle and workplace kits add their own temperature, storage, and site restrictions. The planned hazard determines what must move and how quickly.

Do not shrink the home water and food plan to whatever fits in one backpack. Do not assume the entire shelter supply must be carried during every evacuation. Follow official instructions for the incident, destination, and route.

Step 1: Define the trip the bag must support

Write a short planning scenario before weighing anything:

  • Who is leaving, and who can carry a bag?
  • Where is the destination, and will the route involve stairs, transit, uneven ground, darkness, heat, cold, smoke, or rain?
  • Which medications, mobility aids, communication tools, documents, child items, pet supplies, or service-animal supplies must stay with a specific person?
  • What transport and assistance are available if walking is not workable?

A household member should count as a carrier only after the plan has been tested with their agreement and ability. Do not assign essential supplies to a child, older adult, or person with a health or mobility constraint merely to make the spreadsheet balance.

For powered medical or assistive equipment, plan power, transport, and the destination with the provider, care team, and support network. The calculator cannot determine whether a device can be safely transported or interrupted.

Step 2: Weigh the actual categories

Use a suitable scale. Weigh packed items and packaging instead of copying catalog weights. Record each category so the result shows where the load is concentrated.

Water

For a worked estimate, use about 2.2 pounds per liter before adding the container. Keep the larger household water plan separate from the portable kit.

Food

Weigh familiar, shelf-stable food and packaging. A portable layer often favors compact, no-cook items, while the home supply can hold a broader menu.

Medical and access supplies

Include medications, prescription information, glasses, hearing-aid batteries, chargers, communication aids, medical supplies, and mobility accessories. Keep critical items with the person who needs them or an agreed support person.

Clothing and shelter

Weigh the layers, rain protection, shoes, blanket, or shelter item appropriate to the hazard and destination.

Communication and light

Include phones, cables, power banks, radio, light, batteries, and printed contacts.

Documents and tools

Count protected identification, insurance and medical copies, keys, cash, maps, hygiene supplies, and hazard-specific protection.

Bags and containers

Include every empty bag and container. Check straps and whether the load leaves a hand free for a rail, child, mobility aid, or service animal.

Step 3: Set a target through a real test

There is no universal emergency-bag percentage that is safe for every person. Health, age, disability, pain, pregnancy, balance, conditioning, heat, altitude, terrain, distance, bag fit, footwear, and required equipment change the answer.

Set an initial target that the individual believes is realistic, then test it in ordinary conditions. Reduce the load or seek qualified guidance when there is pain, instability, breathing difficulty, dizziness, numbness, unusual fatigue, or another concern. A lower number on a calculator is not more important than safe movement and continued access to essential care.

The target should describe a tested plan, not a challenge. Record the carrier, route, conditions, and test date. Revisit it when the plan changes.

Worked example

Suppose one carrier sets a tested target of 25 lb. The packed inventory is:

  • 3 liters of water: 6.6 lb
  • Food: 5 lb
  • Medical and access supplies: 2 lb
  • Clothing and shelter: 4 lb
  • Communication and light: 2 lb
  • Documents and tools: 2 lb
  • Empty bag: 3 lb

The total is 24.6 lb, or 0.4 lb below target. Water is about 27 percent of the total. That does not prove the bag is safe or complete. Next, test the actual bag, route, weather layer, transport, and mobility responsibilities.

If the same kit weighed 32 lb, the answer would not automatically be to discard 7 lb of water or medication. The household could redistribute suitable shared items to another capable carrier, place noncritical comfort items at the destination, use an appropriate rolling option where the route supports it, change transportation, or arrange assistance.

Water is a planning tradeoff, not the first item to cut

Water is heavy, and safe water is essential. FEMA’s emergency-supply checklist includes water and food for several days, but a household may not be able to carry its complete shelter quantity. Resolve that mismatch as a route and supply problem.

Ask:

  • What water must leave with each person immediately?
  • Is safe water confirmed at the destination or along this route?
  • Can water be staged in a vehicle or at an agreed destination?
  • Does any treatment method address the likely contamination and follow its label?
  • Who can lift each container without blocking an exit or losing balance?

Never assume a filter makes floodwater, chemical contamination, salt water, or every unknown source safe. Follow local public-health and emergency instructions. If a household member has a medical need that affects water planning, make the plan with a clinician.

Distribute the load without separating critical needs

Mark each item as personal critical, shared critical, or useful if space allows. Personal items stay with the person who needs them or an agreed support person. Divide shared items among capable carriers with a fallback for separation. Stage or remove useful items only after the critical plan is intact.

Do not put all water, all communication, all documents, or all light in one bag. A simple distribution can preserve a small amount of essential capability if one bag is inaccessible. Protect privacy by sharing only the medical and personal information needed by trusted support people.

An adult plan should not depend on a child moving critical supplies. Pet food, water, medication, leash, identification, waste supplies, and a carrier also belong in the total plan.

Adapt for mobility, sensory, and communication needs

FEMA preparedness guidance for people with disabilities emphasizes planning alternatives, including support networks, accessible transportation, equipment instructions, medication information, communication needs, and practice. Build those needs into the first version of the plan instead of adding them after the bag is packed.

Check whether the person can operate the bag and devices, whether the bag interferes with mobility equipment or a service animal, whether accessible transport is confirmed, and whether equipment instructions and communication needs are recorded with an agreed support person.

A backpack is not automatically best. A waist pack, rolling bag, divided load, or vehicle staging may work better. Confirm mobility-equipment attachments and limits with the manufacturer or qualified provider.

Conduct a route drill

Pack the real bags and practice on a calm day. Start with a short, low-risk route, then include the conditions the plan actually depends on.

  1. Put on the intended footwear and weather layer.
  2. Start from where the bags are stored.
  3. Move through the primary exit without blocking the path.
  4. Test doors, stairs, ramps, elevators only where the emergency plan permits, parking, transit, and the meeting place.
  5. Practice communication and account for children, pets, and support roles.
  6. Note pain, imbalance, free-hand needs, strap problems, slow transitions, and items that shift or leak.
  7. Revise the bags, transport, support, or destination and repeat.

For a fire, leave immediately when the alarm or conditions require it. Do not delay escape to retrieve a bag. The U.S. Fire Administration advises households to identify two ways out, keep exits clear, choose an outside meeting place, and practice the plan. For high-rise residents, USFA advises knowing exit stairs and using stairs rather than elevators unless the fire department directs otherwise.

The bag must support the escape plan, never compete with it. Store it where it is accessible but does not narrow a doorway, hallway, stair, or mobility path.

How much should an emergency bag weigh?

There is no single safe weight for everyone. Enter a user-set target based on the person, bag fit, route, weather, distance, mobility, health, and a realistic test. Seek qualified medical or rehabilitation guidance when health or disability makes carrying uncertain.

Should everyone have a separate go-bag?

Personal critical items should remain accessible to the person who needs them. Shared supplies can be divided among capable carriers. The right number of bags depends on household separation risks, transportation, children, pets, mobility, and who has agreed to carry what.

What should I remove first if the kit is too heavy?

First remove duplication and items that do not serve the defined trip. Then redistribute shared items, stage suitable supplies, change transport, or add support. Do not remove essential medications, accessibility equipment, identification, hazard protection, or all safe water merely to reach a number.

How often should the household repeat the drill?

Repeat when the route, season, household, health, medication, transport, bags, or destination changes, and include it in a regular preparedness review.
